Après le combat entre Kenshirô et Raoh, la paix était revenue dans le monde mais pas pour longtemps. Un nouveau dictateur, Jacko faits son apparition avec un empire plus puissant et mieux organisé par rapport à celui de Raoh et tout ça au : “Au nom de l’empereur celeste ! “.
Cependant, une armée de résistant sous la bannière du Hokuto en hommage à Ken dirigé par Bat et Lin contre la dictature en attendant le retour du sauveur de la fin du monde. Le nom de ce sauveur est Kenshirô, 64ème héritier du Hokuto Shin Ken.
